أهلاً بك في تطبيق DocSera. هذه الشروط ("الشروط") تُحكم استخدامك للتطبيق. بإنشائك حساباً أو استخدامك أيّ ميزة من ميزاته، فإنك توافق على الالتزام بهذه الشروط. يُرجى قراءتها بعناية.
تنويه طبي مهم: DocSera هو منصّة تقنية لتيسير حجز المواعيد الطبية وإدارة الملفات الطبية الشخصية. التطبيق لا يقدّم استشارة طبية، ولا تشخيصاً، ولا علاجاً، ولا توصيات دوائية بأي شكل. أي قرار طبي يجب أن يُتّخذ بالتشاور مع طبيب مرخّص. في حالات الطوارئ، اتصل بالإسعاف فوراً ولا تستخدم التطبيق. تفاصيل التنويه الطبي الكاملة في صفحة الإقرار الطبي.
1. تعريف الخدمة
DocSera منصّة وسيطة تربط المرضى بالأطباء المسجَّلين في المنصّة. الميزات الأساسية المتاحة لك:
البحث عن الأطباء وفقاً للاسم والتخصّص والموقع.
حجز المواعيد، إعادة جدولتها، وإلغاؤها.
إدارة سجل طبي شخصي (مستندات، تقارير، ملف صحي).
مراسلة إدارية وتنظيمية (لا طبية) مع الأطباء الذين فعّلوها — جميع الرسائل مُشفّرة بمعيار AES-256-GCM.
إدارة ملفات أفراد العائلة (الأقارب) من حسابك.
برنامج ولاء وعروض من شركاء تجاريين معتمدين.
إشعارات تذكير بالمواعيد والاتصالات التشغيلية.
2. أهلية الاستخدام
يجب أن يكون عمرك 16 عاماً على الأقل لإنشاء حساب.
للقاصرين دون 16 عاماً، يجب أن يُدير حسابهم وملفهم الطبي ولي الأمر القانوني عبر ميزة "إدارة الأقارب".
إذا أضفت أحد الأقارب لحسابك، فأنت تُؤكّد أن لديك الحق القانوني لإدارة شؤونه الطبية ضمن التطبيق.
عليك تقديم معلومات صحيحة ودقيقة عند التسجيل (الاسم، تاريخ الميلاد، رقم الهاتف، البريد الإلكتروني). تقديم معلومات كاذبة يُعتبر خرقاً للشروط ويُؤدّي إلى تعطيل الحساب.
يُمنع إنشاء حسابات وهمية أو انتحال شخصية شخص آخر.
3. الحساب والأمان
أنت مسؤول عن الحفاظ على سرّية بيانات الدخول الخاصة بك (رمز التحقق، البريد الإلكتروني، رقم الهاتف).
أنت مسؤول عن جميع الأنشطة التي تتم عبر حسابك.
يجب إخطارنا فوراً إذا اشتبهت بوصول غير مصرّح به لحسابك عبر support@docsera.app.
لا تُشارك جلسة حسابك مع شخص آخر. استخدام التعرّف البيومتري يجب أن يكون لك وحدك على جهازك.
نُطبّق آلية تحقق برمز لمرة واحدة (OTP) عبر الرسائل القصيرة أو البريد الإلكتروني عند تسجيل الدخول من جهاز جديد.
4. السلوك المقبول
عند استخدامك للتطبيق، توافق على عدم:
رفع أي صور أو مستندات أو محتوى مخالف للآداب العامة أو القوانين السورية.
إرسال رسائل مسيئة، مهدِّدة، أو مزعجة للأطباء أو لأي شخص آخر عبر التطبيق.
استخدام التطبيق لأغراض احتيالية (مثل حجز مواعيد وهمية، أو محاولة استغلال برنامج الولاء بطرق غير مشروعة).
محاولة اختراق التطبيق، الوصول غير المصرَّح به لقاعدة البيانات، أو إدخال أي شيفرة خبيثة.
هندسة عكسية للتطبيق أو محاولة استخراج كود المصدر.
استخدام التطبيق لإعادة بيع خدمات الأطباء أو لأي غرض تجاري لم تتم الموافقة عليه.
انتهاك خصوصية مستخدمين آخرين أو نشر بياناتهم الشخصية.
طلب وصفات طبية أو تشخيص أو علاج عبر التطبيق — التطبيق ليس عيادة طبية ولا قناة استشارة.
5. حجز المواعيد والإلغاء
الحجز يُؤكَّد فقط بعد تأكيد الطبيب أو العيادة. بعض الأطباء يطلبون تأكيداً يدوياً.
لكل طبيب سياسة إلغاء قد تختلف عن طبيب آخر. يُعرض لك فترة إشعار الإلغاء قبل تأكيد الحجز.
الإلغاء بعد فترة الإشعار، أو عدم الحضور (No-Show)، قد يُؤدي إلى تقييد قدرتك على الحجز مع نفس الطبيب لاحقاً (يحدد ذلك الطبيب نفسه، ليس DocSera).
الرسوم المتعلقة بالاستشارة الطبية تُدفع مباشرة للطبيب أو العيادة. DocSera لا يعالج أي مدفوعات للاستشارات الطبية في الوقت الحالي.
6. المراسلة مع الأطباء
ميزة المراسلة متاحة فقط مع الأطباء الذين فعّلوها لحساباتهم.
المراسلة قناة تواصل إداري وتنظيمي مع عيادة الطبيب (المواعيد، الوثائق المطلوبة، الاستفسارات اللوجستية) — وليست قناة استشارة طبية. لا تُستخدم لطلب تشخيص أو وصفة أو رأي طبي؛ وأي سؤال يستلزم فحصاً أو رأياً سريرياً محلّه زيارة العيادة، وقد يرفض الطبيب الرد عليه.
أوقات الرد ليست فورية. في حالات الطوارئ، اتصل بالإسعاف ولا تنتظر رد الطبيب عبر التطبيق.
محتوى الرسائل مُشفّر ولا نقرأه. لكنك تتحمّل المسؤولية الكاملة عن المحتوى الذي ترسله.
الطبيب قد يُغلق محادثة معك إذا كانت مسيئة أو خارج نطاق ممارسته الطبية.
7. برنامج الولاء والعروض
تكسب نقاط ولاء عند إكمال المواعيد، وإحالة مستخدمين جدد، وخطوات استخدام أخرى.
يمكنك استبدال النقاط بقسائم خصم لدى شركاء تجاريين معتمدين، ولا تشمل القسائم أدوية.
القسائم لها صلاحية محدودة، وقد لا تُجمع مع عروض أخرى لدى الشريك.
الشركاء التجاريون مسؤولون عن تطبيق العرض على منتجاتهم/خدماتهم؛ DocSera ليس مسؤولاً عن جودة منتجات الشريك.
يحق لـ DocSera إيقاف برنامج الولاء أو تعديله أو سحب نقاط مكتسبة بطرق احتيالية.
النقاط لا يمكن تحويلها إلى نقد أو نقلها بين الحسابات.
المحتوى الطبي: دقّة المعلومات الطبية التي يُقدّمها الطبيب، أو الوصفات، أو التشخيصات. الطبيب وحده مسؤول عن قراراته الطبية.
جودة الرعاية: جودة الخدمة الطبية المُقدَّمة من قِبل الطبيب أو العيادة.
توافر الأطباء: لا نضمن أن طبيباً معيّناً سيكون متاحاً في وقت معيّن.
منتجات الشركاء: جودة أو مناسبة منتجات الشركاء التجاريين الذين يُقدّمون عروضاً عبر برنامج الولاء.
الانقطاعات: لا نضمن توافراً بنسبة 100%؛ قد نُجري صيانة مجدولة أو نواجه مشاكل تقنية تخرج عن سيطرتنا.
القرارات الطبية: أي قرار طبي تتخذه استناداً إلى محتوى التطبيق هو على مسؤوليتك. التطبيق ليس استشارة طبية.
8.3 سقف المسؤولية
إلى الحد الأقصى الذي يسمح به القانون، تقتصر مسؤوليتنا تجاهك في أي ظرف على إصلاح المشكلة التقنية أو استرداد المبالغ التي دفعتها لـ DocSera (إن وجدت). DocSera حالياً مجّاني للمستخدمين، لذا لا توجد مدفوعات قابلة للاسترداد من قِبَلنا.
9. الملكية الفكرية
اسم "DocSera"، الشعار، التصميم، والكود الخاص بالتطبيق ملك لـ DocSera.
المحتوى الذي ترفعه أنت (مستندات، رسائل، صور) يبقى ملكاً لك. تمنحنا فقط ترخيصاً محدوداً لاستخدامه ضمن التطبيق لتقديم الخدمة لك.
لا يحق لك استخدام شعار أو اسم DocSera تجارياً دون إذن مكتوب.
10. تعديل أو إنهاء الحساب
10.1 من قِبَلك
يمكنك تعطيل أو حذف حسابك في أي وقت من إعدادات الحساب. تفاصيل عملية الحذف الكاملة في سياسة الخصوصية - القسم 8.
10.2 من قِبَلنا
يحق لـ DocSera تعطيل أو إنهاء حسابك في الحالات التالية:
خرق هذه الشروط بشكل جوهري.
سلوك احتيالي أو مسيء.
طلب رسمي من السلطات المختصة.
عدم استخدام الحساب لفترة طويلة جداً (سنخطرك قبل أي إجراء).
سنُخطرك مسبقاً ما لم يكن الإنهاء فورياً مطلوباً لأسباب قانونية أو أمنية.
11. تغييرات على الشروط
قد نُحدِّث هذه الشروط من وقت لآخر. عند أي تحديث جوهري، سنُخطرك داخل التطبيق ونطلب موافقتك على النسخة الجديدة قبل متابعة استخدام الخدمة.
12. القانون الحاكم وحلّ النزاعات
تخضع هذه الشروط لقوانين الجمهورية العربية السورية. أيّ نزاع ينشأ عن هذه الشروط أو استخدامك للتطبيق يُحال إلى المحاكم المختصة في الجمهورية العربية السورية، ما لم يتم حلّه ودياً.
تخضع خدمة DocSera، إضافةً إلى ما ورد في القسم 12 أعلاه، إلى منظومة تنظيمية مزدوجة:
وزارة الصحّة في الجمهورية العربية السورية — بموجب القرار التنظيميّ رقم 24/ت لعام 2025 (الضوابط والنواظم العامّة للتطبيقات الطبّية الإلكترونية).
الجهات النقابية ذات الصلة — نقابة الأطبّاء، نقابة الصيادلة، نقابة أطبّاء الأسنان، نقابة المهن الصحّية — وفقاً للالتزامات المنصوص عليها في نموذج الطلب الموقَّع للوزارة.
الهيئة الوطنية لخدمات تقانة المعلومات — وفق قوانين حماية البيانات وأمن المعلومات المعمول بها.
14.1 تصنيف التطبيق
يُقدَّم DocSera ضمن الصنف الثاني من القرار 24/ت — تطبيق لتنظيم المواعيد والملفّات الشخصية بين المرضى والأطبّاء المرخّصين (الملحق 3، البند الأوّل للصنف الثاني). كما هو مُوضَّح في الإقرار الطبّيّ، التطبيق لا يقدّم استشارة طبية ولا تشخيصاً ولا توصيات دوائية.
14.2 الالتزام بالامتثال المستمرّ
تلتزم DocSera بكامل الواجبات المنصوص عليها في المادة 6 من القرار 24، بما في ذلك:
عدم إجراء تعديلات جوهرية على التطبيق دون إبلاغ الوزارة (المادة 6.3).
التعاون الكامل في أيّ متابعة أو رقابة وزارية (المادة 6.7).
تجديد الاعتمادية قبل انتهائها بفترة كافية (المادة 6.14).
الإبلاغ الفوريّ عن أيّ خرق أمنيّ يمسّ بيانات صحّية.
15. الجهة المسؤولة والأدوار التنظيمية
15.1 الكيان القانونيّ والسجل التجاريّ
الجهة المسؤولة: DocSera — اسم تجاريّ لنشاط السيّد جورج فادي زخور (تاجر فرد سوريّ).
السجل التجاريّ: رقم 0310108095، مديرية التجارة الداخلية وحماية المستهلك في ريف دمشق، بتاريخ 04/03/2026.
غرفة التجارة: غرفة تجارة ريف دمشق، رقم تسجيل 79273.
النشاط المُسجَّل (كود 620103): "أنشطة أخرى للبرمجة الحاسوبية — تطبيقات متعلّقة بتنظيم المواعيد".
المقرّ: ريف دمشق — المنطقة العقارية: جرمانا — العقار 1181، مكتب 171.
15.2 الأدوار الخمسة وفق الملحق 2 من القرار 24
مالك التطبيق: جورج فادي زخور.
المدير التنفيذيّ / العامّ: جورج فادي زخور.
مطوّر التطبيق: جورج فادي زخور — بكالوريوس هندسة برمجيات (ISE)، جامعة دويسبورغ-إيسن، ألمانيا، 2024.
مسؤول حماية البيانات (DPO): جورج فادي زخور — يحمل المسؤولية القانونية المشتركة مع المالك بموجب المادة 6.5 من القرار 24.
المسؤول العلميّ: د. طوني بسام فصحية — إجازة في طب الأسنان، جامعة دمشق، 2023 — يحمل المسؤولية القانونية والأخلاقية عن أيّ محتوى طبّيّ بموجب المادة 6.4.
16. حقوق وواجبات DocSera تجاه المستخدم وتجاه الوزارة
16.1 حقوق DocSera
إيقاف أو تعليق أيّ حساب يخالف هذه الشروط أو القرار 24 أو القوانين السورية.
إجراء تحقيقات داخلية في حال الاشتباه بالاحتيال أو الانتهاك الأمنيّ.
تعديل ميزات التطبيق بما يتوافق مع التحديثات التنظيمية، شريطة إخطار المستخدم.
الاحتفاظ بسجلّات التدقيق اللازمة للامتثال القانونيّ والمراجعة الوزارية.
16.2 واجبات DocSera
الحفاظ على سرية بيانات المستخدمين وفق المادة 6.5 من القرار 24 — لا يُسمح بنسخها أو معالجتها أو مشاركتها مع طرف ثالث خارج النطاق المعلَن في سياسة الخصوصية.
الاستجابة لطلبات حقوق المستخدمين (الاطّلاع، التصحيح، الحذف، سحب الموافقة) ضمن الأطر الزمنية المعقولة.
عدم إجراء تعديلات جوهرية على ميزات أو وظائف التطبيق دون إخطار الوزارة المسبق.
التعاون الكامل مع وزارة الصحّة في أيّ مراجعة أو تدقيق أو طلب توضيح.
تعيين مسؤول علميّ مرخَّص للإشراف على أيّ محتوى ذي طابع طبّيّ يظهر في التطبيق.
التحقّق من تراخيص الأطبّاء المسجَّلين قبل تفعيل ميزاتهم على المنصّة.
17. الإجراءات التنظيمية والتصعيد
17.1 أنواع المخالفات وآليّة التعامل
مخالفات بسيطة (مثل تقديم معلومات تسجيل غير دقيقة، خرق سلوك مقبول دون ضرر): تنبيه داخل التطبيق + فرصة تصحيح خلال 7 أيام.
مخالفات متوسّطة (مثل سلوك مسيء، استغلال نظام الولاء، مشاركة معلومات مضلِّلة): تعليق حساب مؤقّت + تحقيق + إبلاغ المستخدم بالحقّ في الاستئناف.
مخالفات جسيمة (مثل احتيال طبيّ، انتحال شخصية طبيب، نشر محتوى يهدّد سلامة مستخدم آخر، اختراق التطبيق): إنهاء فوريّ للحساب + حفظ سجلّات قانونية + إبلاغ الجهات المختصّة إن لزم.
17.2 الحقّ في الاستئناف
يحقّ لأيّ مستخدم تأثَّر بإجراء تنظيميّ تقديم استئناف خطّيّ خلال 15 يوماً من تاريخ الإخطار، عبر إرسال طلب استئناف إلى legal@docsera.app مع بيان أسباب الاعتراض. يُراجَع الاستئناف وفق إجراءات داخلية معتمَدة، ويُخطَر صاحب الاستئناف بنتيجة المراجعة خلال 15 يوم عمل.
17.3 الإبلاغ الإلزاميّ للسلطات
تلتزم DocSera بإبلاغ السلطات المختصّة في الحالات التالية:
خرق بيانات صحّية: إخطار وزارة الصحّة ووزارة الاتصالات ضمن الجدول الزمنيّ المنصوص عليه + إخطار المستخدمين المتأثّرين دون تأخير غير مبرَّر.
اشتباه احتيال طبّيّ: إبلاغ نقابة الأطبّاء وأيّ جهة مختصّة.
طلب رسميّ من السلطات القضائية: الاستجابة بالحدّ الأدنى المطلوب قانوناً، مع إخطار المستخدم إن سمح القانون بذلك.
17.4 آليّة التواصل مع الجهات التنظيمية
مسؤول حماية البيانات (DPO) — privacy@docsera.app — هو نقطة التواصل المعتمَدة لأيّ اتصال تنظيميّ مع وزارة الصحّة أو وزارة الاتصالات أو الجهات النقابية. يُسجَّل كلّ تواصل تنظيميّ في سجلّ داخليّ ويُحفَظ ضمن سجلّات الامتثال للقرار 24.

Welcome to DocSera. These Terms ("Terms") govern your use of the App. By creating an account or using any feature, you agree to be bound by these Terms. Please read them carefully.
Important medical notice: DocSera is a technology platform for booking medical appointments and managing personal medical files. The App does not provide medical advice, diagnosis, treatment, or medication recommendations of any kind. Any medical decision must be made in consultation with a licensed physician. In emergencies, call ambulance services immediately and do not use the App. Full medical disclaimer: Medical Disclaimer page.
1. Service definition
DocSera is an intermediary platform connecting patients with doctors registered on the platform. Core features available to you:
Doctor search by name, specialty, and location.
Booking, rescheduling, and cancelling appointments.
Personal medical record management (documents, reports, health profile).
Administrative and organizational messaging (not medical) with doctors who have enabled it — all messages encrypted with AES-256-GCM.
Managing relatives' files from your account.
Loyalty and offers program from approved commercial partners.
Appointment reminders and operational notifications.
2. Eligibility
You must be at least 16 years old to create an account.
For minors under 16, accounts and medical files must be managed by a parent or legal guardian via the "Manage Relatives" feature.
If you add a relative to your account, you confirm you have the legal right to manage their medical affairs through the App.
You must provide accurate information at registration (name, date of birth, phone, email). False information is a breach of these Terms and will lead to account deactivation.
Creating fake accounts or impersonating another person is prohibited.
3. Account and security
You are responsible for keeping your login credentials confidential (one-time codes, email, phone).
You are responsible for all activity that takes place under your account.
Notify us immediately if you suspect unauthorized access at support@docsera.app.
Do not share your account session with anyone. Biometric authentication should be your own, on your own device.
We use one-time codes (OTP) by SMS or email when you log in from a new device.
4. Acceptable use
When using the App, you agree NOT to:
Upload images, documents, or content that violate public decency or Syrian law.
Send abusive, threatening, or harassing messages to doctors or anyone else through the App.
Use the App for fraudulent purposes (fake bookings, attempts to abuse the loyalty program).
Attempt to hack the App, gain unauthorized access to the database, or inject malicious code.
Reverse-engineer the App or attempt to extract its source code.
Use the App to resell doctors' services or for any unapproved commercial purpose.
Violate other users' privacy or publish their personal data.
Request prescriptions, a diagnosis, or treatment through the App — the App is not a medical clinic or a consultation channel.
5. Booking and cancellation
A booking is confirmed only after the doctor or clinic confirms it. Some doctors require manual confirmation.
Each doctor has their own cancellation policy. The cancellation notice period is shown to you before you confirm a booking.
Cancelling after the notice period or not showing up (no-show) may restrict your ability to book with the same doctor again (this is set by the doctor, not by DocSera).
Fees for medical consultation are paid directly to the doctor or clinic. DocSera does not currently process any payments for medical consultations.
6. Messaging with doctors
Messaging is available only with doctors who have enabled it for their accounts.
Messaging is an administrative and organizational channel with the doctor's clinic (appointments, required documents, logistical queries) — it is not a medical-consultation channel. It must not be used to request a diagnosis, a prescription, or a medical opinion; any question requiring an examination or clinical judgment belongs to an in-clinic visit, and the doctor may decline to answer it.
Reply times are not instantaneous. In emergencies, call ambulance services and do not wait for a doctor's reply through the App.
Message content is encrypted and we do not read it. However, you bear full responsibility for what you send.
A doctor may close a conversation if it is abusive or outside the scope of their medical practice.
7. Loyalty and offers program
You earn loyalty points by completing appointments, referring new users, and other usage actions.
You can redeem points for discount vouchers with approved commercial partners; vouchers never include medicines.
Vouchers have limited validity and may not be combinable with other offers at the partner.
Business partners are responsible for honoring the discount on their products/services; DocSera is not responsible for the quality of partner products.
DocSera reserves the right to suspend or modify the loyalty program or revoke fraudulently earned points.
Points cannot be converted to cash or transferred between accounts.
8. Liability
8.1 What DocSera is responsible for
The technical availability, security, and stability of the App (with reasonable effort).
Protecting your data in accordance with the Privacy Policy.
Facilitating communication between you and doctors.
8.2 What we are NOT responsible for
Medical content: the accuracy of medical information provided by doctors, prescriptions, or diagnoses. The doctor alone is responsible for their medical decisions.
Quality of care: the quality of medical service delivered by the doctor or clinic.
Doctor availability: we do not guarantee that a specific doctor will be available at a given time.
Partner products: the quality or suitability of products from business partners offering deals through the loyalty program.
Outages: we do not guarantee 100% uptime; we may perform scheduled maintenance or face technical issues outside our control.
Medical decisions: any medical decision you make based on App content is at your own responsibility. The App is not medical advice.
8.3 Limitation of liability
To the maximum extent permitted by law, our liability to you in any circumstance is limited to fixing the technical issue or refunding amounts you paid to DocSera (if any). DocSera is currently free for users, so there are no refundable amounts on our side.
9. Intellectual property
The "DocSera" name, logo, design, and code belong to DocSera.
Content you upload (documents, messages, images) remains yours. You grant us only a limited license to use it within the App to provide the service to you.
You may not use the DocSera logo or name commercially without written permission.
10. Account modification or termination
10.1 By you
You can deactivate or delete your account at any time from account settings. Full deletion process details: Privacy Policy — Section 8.
10.2 By us
DocSera may deactivate or terminate your account in the following cases:
Material breach of these Terms.
Fraudulent or abusive behavior.
Formal request from competent authorities.
Long-term inactivity (we will notify you before any action).
We will give prior notice unless immediate termination is required for legal or security reasons.
11. Changes to these Terms
We may update these Terms from time to time. For any material change, we will notify you in-app and require your acceptance of the new version before continuing to use the service.
12. Governing law and dispute resolution
These Terms are governed by the laws of the Syrian Arab Republic. Any dispute arising from these Terms or your use of the App shall be referred to the competent courts of the Syrian Arab Republic, unless resolved amicably.
In addition to Section 12 above, the DocSera service is subject to a dual regulatory framework:
Ministry of Health of the Syrian Arab Republic — under Regulatory Decision No. 24/T of 2025 (General Controls and Regulations for Electronic Medical Applications).
Relevant professional bodies — Syrian Medical Association, Syrian Pharmacists Association, Syrian Dental Association, Syrian Health Professions Association — in line with commitments set out in the signed Ministry application form.
National Authority for Information Technology Services — in line with applicable data-protection and information-security laws.
14.1 Application classification
DocSera is submitted under الصنف الثاني (Tier 2) of Decision 24/T — an application for organizing appointments and personal records between patients and licensed physicians (Annex 3, Tier 2, Item 1). As clarified in the Medical Disclaimer, the application does not provide medical consultation, diagnosis, or pharmacological recommendations.
14.2 Ongoing compliance commitment
DocSera commits to the full set of obligations set out in Article 6 of Decision 24, including:
No material modification to the application without notifying the Ministry (Article 6.3).
Full cooperation with any Ministry follow-up or oversight (Article 6.7).
Renewing accreditation sufficiently in advance of its expiry (Article 6.14).
Immediate reporting of any security breach affecting health data.
15. Responsible entity and regulatory roles
15.1 Legal entity and commercial register
Responsible entity: DocSera — a trade name for the activity of Mr. George Zakhour (Syrian sole proprietor).
Commercial Register: No. 0310108095, Internal Trade and Consumer Protection Directorate of Damascus Countryside, dated 2026-03-04.

16. DocSera's rights and duties toward users and the Ministry
16.1 DocSera's rights
Suspend or terminate any account that violates these Terms, Decision 24, or Syrian laws.
Conduct internal investigations upon suspected fraud or security breach.
Modify application features in line with regulatory updates, subject to notifying the user.
Retain audit logs necessary for legal compliance and Ministry review.
16.2 DocSera's duties
Maintain confidentiality of user data under Article 6.5 of Decision 24 — no copying, processing, or third-party sharing outside the declared scope in the Privacy Policy.
Respond to user-rights requests (access, rectification, deletion, withdrawal of consent) within reasonable timeframes.
No material modification to features or functions without prior Ministry notification.
Full cooperation with the Ministry of Health on any review, audit, or clarification request.
Designate a licensed Scientific Officer to oversee any medical-natured content appearing in the application.
Verify the licenses of registered physicians before activating their features on the platform.
Medium violations (e.g., abusive behavior, loyalty system exploitation, sharing misleading information): temporary account suspension + investigation + notification of the right to appeal.
Severe violations (e.g., medical fraud, doctor impersonation, content threatening another user's safety, app intrusion): immediate account termination + legal log retention + reporting to competent authorities if necessary.
17.2 Right to appeal
Any user affected by a regulatory action has the right to submit a written appeal within 15 days of the notification date, by sending an appeal request to legal@docsera.app with a statement of the grounds for objection. The appeal is reviewed under approved internal procedures and the appellant is notified of the review result within 15 working days.
17.3 Mandatory reporting to authorities
DocSera commits to reporting to competent authorities in the following cases:
Health-data breach: notification of the Ministry of Health and the Ministry of Communications within the stipulated timeframe + notification of affected users without undue delay.
Suspected medical fraud: reporting to the Syrian Medical Association and any competent body.
Formal judicial-authority request: response to the minimum legally required extent, with user notification where legally permitted.
17.4 Communication channel with regulatory bodies
The Data Protection Officer (DPO) — privacy@docsera.app — is the designated point of contact for any regulatory communication with the Ministry of Health, the Ministry of Communications, or professional bodies. Every regulatory communication is recorded in an internal log and retained as part of the Decision 24 compliance records.
